The Primogen Council

Elysium was held March 4th in the year of our Lord 1997, in the Anja James Memorial Theatre. The building had been designed by Ophelia Vale of Clan Toreador, a former Seneschal. In the lobby was an exquisite statue of Tabitha Wheelwright, the deceased Primogen of Clan Toreador, sculpted by Alixander Wheelwright-Rook of Clan Toreador. Several of his Clan-mates had a difficult time ignoring it.

At the beginning of Elysium, Prince Isabella announced the terms of the treaty she and Archbishop DuJean of the Sabbat had finalized on February 23rd, 1997.

The territories known as the City of York, the City of Richmond Hill, The City of Vaughan and the City of North York were now the Domain of the Archbishop. The Cities of Toronto, Markham, and Mississauga, as well as the Boroughs of Scarborough, East York, and Etobicoke remained under the control of Prince Isabella. All 400 level highways were declared to be neutral territory, and no one was to be attacked while on them.

Isabella declared that from this point forward her domain was to be named the Free Principality of York, and that she was currently petitioning the Camarilla to have them recognize the Principality as Camarilla.

In addition, those gathered were warned to stay out of the Rosedale area of Toronto, although they were not told why.

And a rather horrific revelation was made. Calysto, the new Keeper of Elysium, discovered that one of the Malkavians had been killing kine on a mass scale. His basement was filled with corpses, most of them in several pieces, and so Calysto decided to teach him a lesson by cutting off his hand, so he could "know what it was like". Unfortunately, she did so inside Elysium, and this did not please the Prince. Calysto was released from her responsibilities as Keeper, and replaced by Tivon Boutros of Clan Ravnos. And unfortunately for the Malkavian, the powers that be decided that while it was inappropriate for Calysto to administer the punishment in an Elysium, it was far to lenient, and he was later killed.

Later in the evening, Mister Spelling, the Sheriff, announced that he had made a deal with the Internal Affairs Department of Toronto Police Force to keep Masquerade breaches to a minimum. Some of those assembled quickly realized that this implied that the police forces were aware of the existence of vampires, a clear breach of the First Tradition. Spelling defended his actions, saying that the war with the Sabbat had led to several breaches of the Masquerade, most recently by a Samedi who had revealed his true vistage to several officers while being held in a jail cell. Fortunately, the memories of most of the officers involved had since been altered, and the Samedi had paid for this brazen act with his life. But much to the chagrin of many of those gathered, it seemed that several of the senior officers in Internal Affairs were now aware of the Kindred of Toronto.
