The Tradition of Elysium
An Elysium is a place of peace and non-violence, and where the Primogem Council holds their meetings. It is considered neutral territory, and any vampire will be admitted. Violence within
the confines of Elysium is not allowed. This includes not only violence against vampires, but violence against mortals or physical objects as well. The selection of Elysium sites is governed by the following rules:

The tradition of Elysium is one that predates the Camarilla and the Sabbat and is respected by both sects, as well as most other groups of Kindred

Declaring which areas of the City will be an Elysium is the responsibility
of the person who holds Domain, be it Prince, Bishop, etc. The lines are
much less clear in an Anarch Domain.

The areas of a Domain that are to be considered to be an Elysium are
declared almost immediately upon taking of a Domain.

A ruler may add areas to this list at any point in time.

An area may be removed from this list in a Camarilla Domain with the
acceptance of the Keeper of Elysium. It is not known how the Sabbat
make this decision.

Both the addition and removal of an area as an Elysium takes effect at
sunset two weeks after the initial proclamation.

The Elysiums of a former ruler remain intact for two weeks after a change
in Praxis at which time the new rulers proclamations stand. This point is
the only time in which sites can be deemed no longer an Elysium without
the agreement of the Keeper.

The ruler is obligated to make this proclamation known to all of the
Kindred within his Domain regardless of sect by whatever means he has
at his disposal. In Camarilla society, this responsibility falls to the
Keeper of Elysium.

A ruler within the Sabbat or Camarilla that dissolves an Elysium for
violent reasons will loose face within Kindred Society.

Traditionally, Elysium sites are places of religion and art, although in the modern era other types of sites are being chosen as well.
