CANADIAN ADOPTION AGENCIES

There are many private adoption agencies / facilitators operating throughout Canada that facilitate international adoption. The following is a list of each facilitator/agency, contact information, and the children available for adoption. Some of them have e-mail addresses and web sites; a link to them is provided. Each province and territory is responsible for overseeing adoptions, and each one has its own laws regarding adoption. Therefore, your first point of contact should be to the government adoption coordinator within your province or territory.

Choosing an adoption agency can be a difficult task - there are so many agencies, and so many countries to choose from. Click here for guidance on selecting an adoption agency.

Update: As of Sept. 2001, adoptions from Vietnam and Guatemala have been temporarily suspended by adoption agencies in Ontario, at the request of the MCSS, following growing concerns of corruption and baby-buying in both countries. Romania is also closed for adoption while they continue to make changes to their adoption process.

ALBERTA

Alberta has established a provincial "Adoption Services" bureau and coordinates international adoptions from a number of countries (including Russia, Guatemala, Vietnam, China, etc) for Albertan residents. Some countries require that the adoption go through the Alberta government, whereas other countries will allow private adoption through an int'l adoption agency. Alberta adoption laws permit residents of Alberta to enlist the services of out-of-province adoption agencies. Two or more unrelated children may not be adopted at the same time.
Provincial requirements to adopt include the completion of the Private International Adoption Registration Form (CS822), completion of an International Adoptive Parent Preparation Course, and a homestudy by a licensed adoption agency social worker. The government of Alberta has an on-line information booklet on international adoptions, or contact Adoption Services directly for more information on the adoption process.



BRITISH COLUMBIA

According to the province's 1995 Adoption Act, residents of British Columbia must begin the adoption process through the Ministry for Children and Families (MCF) or through a licensed B.C. adoption agency. There are 7 licensed adoption agencies in British Columbia (for a list, click here.)



MANITOBA

Manitoba has implemented legislation which covers international adoption. Residents of Manitoba must notify Child and Family Services regarding their intention to adopt abroad. Manitobans can engage the services of any licensed adoption agency in Canada but homestudies must be completed by licensed social workers approved by their provincial government. NEW BRUNSWICK

New Brunswick does not have any licensed international adoption agencies, however, the province has ratified the Hague Convention and is responsible for educating, assessing and providing any necessary follow-up services to families who wish to pursue an international adoption. Residents should contact the Adoption Consultant of Family & Community Social Services (FCSS) at (506) 444-5970 for further information about initiating an international adoption.



NEWFOUNDLAND

Newfoundland does not currently have any licensed international adoption agencies, nor does it have specific legislation requiring residents of the province to use a licensed agency to adopt from abroad. However, it has become the policy of the Department of Health & Community Services in Newfoundland not to issue letters of recommendation to adopting parents unless they use a Canadian-based adoption agency that has been licensed by a Canadian province to facilitate adoptions from a specific country or countries.
Residents of Newfoundland should contact the Office of Child, Youth & Family Services, (709) 729-6721, for further information prior to signing up with any adoption agency.



NOVA SCOTIA

Residents of Nova Scotia are required to complete a home study by a licensed social worker and submit an application to their local children's services agency. To obtain an application to adopt, and information on international adoption from Nova Scotia, contact the Department of Community Services at (902) 424-3205. Residents of Nova Scotia can use any international adoption agency in Canada to help them adopt from abroad.

ONTARIO

As of March 2000, Ontario implemented the Intercountry Adoption Act (IAA), a set of laws which has changed the way residents of Ontario can adopt internationally. Residents of Ontario may now only adopt using an Ontario-based, licensed agency (highlighted in red below). The number of countries that Ontario residents can adopt from has now become more limited, and adopting through a non-Ontario based agency is no longer possible. PEI

PEI does not have any international adoption agencies, but the province has ratified the Hague Convention and allows licensed, out-of-province adoption agencies to facilitate adoptions for residents of PEI. QUEBEC

International Adoptions in Quebec fall under the jurisdiction of the SAI (Secrétariat à l'adoption internationale), and require the approval of the SAI through the issuance of a Letter of Non-Objection (to the foreign adoption). However, apart from this condition, residents of Quebec may engage the services of either licensed adoption agencies within or outside Quebec, or adoption facilitators outside the province. According to Quebec adoption law, residents of Quebec may also initiate an independent adoption, with some conditions, from countries allowing independent adoptions (ex: Ukraine).
